Oregon Center for Public Policy Staff Members

Charles "Chuck" Sheketoff, Executive Director.

Chuck Sheketoff is a founder of the Oregon Center for Public Policy. The OCPP was established due to the "public interest pioneer award" Chuck received from the Stern Family Fund in September, 1997. Prior to coming to the OCPP, Chuck lobbied the Oregon State Legislature on behalf of legal aid clients (1993, 1995) and the Oregon Law Center (1997). He represented the interests of recipients of Aid to Dependent Children (now called Temporary Assistance to Needy Families), food stamps, Medicaid/Oregon Health Plan, General Assistance and long-term care programs. Chuck is intimately familiar with Oregon's welfare system and has been a knowledgeable and harsh critic of state and federal welfare reform. He has also been actively involved in lobbying for changes to Oregon's tax system, and in 1997 he took the lead to help create two new tax credits for the working poor: the state earned income tax credit and the working family child care tax credit.

Janet Bauer, Federal Budget Coordinator, Policy Analyst.

Joining OCPP in 2005, Janet heads up OCPP’s collaborative advocacy activities on federal budget issues with groups throughout the state. Her recent work has focused on federal Medicaid policy. Janet also conducts policy research and coordinates OCPP’s advocacy training program for nonprofits. Janet holds a masters degree in Urban Studies from Portland State University. She has worked in community development, economic development, and primary/secondary education fields in Oregon since 1995.

Randi Embree, Office Manager.

In May 2007, Randi brought years of varied experience to OCPP. In her private life Randi lives on an 88-acre farm with her family. An avid herbalist, she teaches "the Home Herbalist" at GeerCrest, a local Community Supported Agriculture (CSA), farm.

Joy Margheim, Policy Analyst.

Joy Margheim holds a master's degree in history and a certificate in scholarly publishing from Arizona State University, Tempe, and a bachelor's degree in history from the University of California at Berkeley. She is working on her Ph.D. in urban studies at Portland State University, where her fields of specialization are policy analysis and community development. Prior to joining OCPP staff in August 2007, Joy was a research assistant at OCPP, during which time she co-authored our 2006 State of Working Oregon report Who's Getting Ahead? and conducted research on economic development. Prior to returning to graduate school, Joy spent 10 years working as an editor in scholarly publishing.

Lee Mercer, Education and Outreach Coordinator

Lee brings a strong background in advocacy -- particularly in the areas of hunger, food security and nutrition policy -- to OCPP. Prior to joining the staff in November 2007, Lee worked with the California Hunger Action Coalition and the Western Regional Anti-Hunger Consortium. The aim of his work was to influence local, state and federal governments improve access to nutritious food. He won the 2005 Cramer Award from MAZON: A Jewish Response to Hunger, and was recognized by the California legislature for his outreach efforts, including organizing statewide hunger advocacy trainings. With a Bachelor of Arts in Liberal Studies from San Jose State University, Lee has worked for many years in the area of communications, with experience in writing and editing, producing films and videos, and managing alternative cinemas.

Juan Carlos Ordóñez, Communications Director.

Juan Carlos Ordóñez is a lawyer by training who brings a wide array of experiences to OCPP. Upon his graduation from Harvard Law School in 1995, he practiced complex commercial litigation in New York City. He left the practice of law after six years and returned to his native Guatemala, where he supported numerous civic projects, many of which focused on the sustainable development of indigenous communities. Juan Carlos has also worked as a freelance journalist for English- and Spanish-language publications. He joined OCPP in September of 2007.

Steve Robinson, Senior Policy Analyst.

With an MBA from Stanford University, Steve has extensive experience as an analyst and manager in the public, non-profit and business worlds. Before joining OCPP, Steve spent nine years as a research analyst with SAIF Corporation, Oregon's not-for-profit, state-chartered workers' compensation insurance company. Prior to that, he worked as a senior policy analyst for the Oregon Progress Board and performance measurement manager at the Oregon Department of Transportation. Steve is a board member for Health Policy Research Northwest in Eugene. His prior community service includes three terms on the Eugene School Board, being a founding co-chair of a state Medicaid advisory council and leadership of several community-based organizations.
