The R&D Gravy Train: Eleven reasons why Oregon should not further expand the corporate research and development tax credit in HB 3232 or HB 2542

Since 1989, corporations that increase eligible research and development (R&D) spending in Oregon over a certain base amount get a rebate of five percent of the increase. In other words, Oregon taxpayers will give a company five cents for every dollar that company spends on research and development over the base amount.

QPAI Deduction in HB 2542-A: A tax cut for out-of-state investment and accounting gimmicks

The American Jobs Creation Act of 2004 included the largest single tax cut for corporate America in years, a new deduction for “qualified production activities income,” or QPAI. Under current law, the Legislative Assembly must choose to “connect” to this tax break before companies can use it. In early April, the House voted to allow the QPAI deduction as part of HB 2542-A.

Permanent Repeal of the Estate Tax Would be Costly

Early in June, the US Senate is expected to consider costly proposals to reform or to completely repeal the estate tax. The Senate will debate this issue at a time when it must also consider other serious fiscal matters, including the country’s vast budget deficits, the need to provide relief from the Alternative Minimum Tax (AMT) for 2007 and beyond, and new financing for ongoing military operations abroad.
